CDF Transformed, Resources Straight to the People!

Washington D.C., Saturday, 25 September 2021 – Constituency Development Fund (CDF) will be transformed, and each Constituency will operate an annual budget that will take development directly to the people, President Hakainde Hichilema has said.
 
Addressing Zambians at the Mayflower Hotel in Washington DC Saturday night, the President said that there would be a fundamental shift in how resources are allocated. He said that the shift would allow government to make resources available that would open business opportunities for youths. In turn, the young people would be empowered with the requisite education to help them manage the resources for development.
 
He said unlike in the past when CDF was politicized, the allocation of money under the New Dawn Administration would target all Zambians across all the provinces.
 
“We are shifting money from the centre where the big thieves are in Lusaka and the big thieves are in Lusaka, yes, and I have no shame in saying that and we will take it (money) to the constituencies, and we will enhance constituency development fund. There will be a fundamental shift of resource allocation from the centre in Lusaka to devolution to the constituencies,” President Hichilema said. He said for the first time in Zambia’s history, each constituency will have its own annual budget, a measure he said would take effect in the coming budget or the next.
